Annals of Spiru Haret University. Economic Series is both an online journal and a printed one which is committed to publish quality research papers submitted by professors, researchers and Ph. D. students in the economic field. It is an OPEN ACCESS journal

The papers should be the results of original research, theoretical and empirical approach under the form of: research articles, case studies, essays.

We welcome papers from professors, researchers and Ph. D. students from all over the world in the attempt of serving as a forum of discussion and a diverse knowledge hub for students and teachers.

Young researchers as Ph. D. students are encouraged to express their views in a special section dedicated to them.

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge. » JOURNAL HISTORY

The journal Annals of Spiru Haret University. Economic Series was founded in 2000 at the initiative of two professors from Spiru Haret University: professor Ph. D. Gheorghe Zaman - also corresponding member of the Romanian Academy and professor Ph. D. Constantin Mecu.

Between 2004 - 2010 the journal is headed by professor Ph. D. Constantin Mecu, as editor in chief, and associate professor Ph.D. Aurelian A. Bondrea, as deputy editor, both of them vice-rectors of the university.

In 2011, associate professor Ph.D. Aurelian A. Bondrea, rector of the university, takes over the presidency as editor in chief and leads the journal untill present.

The Annals of Spiru Haret University. Economic Series was issued annually, once a year, starting the year 2000, until 2009.

Starting 2010, the annals have a new format, with a four-annual issuance exclusively in English, with both redaction and review conditions comparable to the most rigorous international requirements.

In 2007, Annals of Spiru Haret University. Economic Series obtained the B+ quotation from The National Council of Research in Higher Education in Romania, becoming a publication of real scientific interest.

Starting 2009, the journal is indexed in REPEC, SSRN and Google Scholar and beginning with 2016 it is under a process of rebranding, the new team trying to rethink the journal indexing strategy in international databases, suggesting a greater external visibility.

Along the years, in the journal pages, the members of the teaching personnel from Spiru Haret University published the results of their scientific research. The journal also hosts many studies of professors, researchers, Ph.D. or master students of other universities and research institutes from all over the world.

The theme of the publication firstly reflects the concern for the modernization of teaching economic sciences in University: marketing, management, finance, banking, accounting, audit, international economic relations, trade, business, tourism, administrative data processing, politic economy, commercial law, cybernetics, environmental economics, statistics, ethics in economics, insurance, advocacy & lobby , economic philosophy, econometrics etc.

In the published papers are analyzed theoretical and practical issues of edification and consolidation of the Romanian market economy, as well as the fundamental directions of the technical and scientific progress, the actual state and ways of its promotion in the Romanian economy, the issue of developing the new world economy, the directions of globalization and contemporaneous economic integration and Romania's participation to these processes. Also, there are hosted articles that refer to different aspects of economic phenomena from all over the world.

The editing team and the scientific advisors are Romanian intellectual personalities - members of the academy, professors, specialists in different fields of the practical economic and social activities. As reviewers have been engaged in scientific committee different professors and personalities in economic field coming from economics and academic institutions in our country, like :The Bucharest University of Economic Studies, West University from Timisoara, The National Scientific Research Institute for Labor and Social Protection Bucharest, The Romanian Court of Auditors, The Body of Expert and Licensed Accountants of Romania - CECCAR, Institute of National Economy and The Economic and Legal Sciences Department from Romanian Academy, etc. Among them, as reviewers, there are members of the academia, professors and researchers from other countries of the world, such as : Australia, Azerbaijan, Bosnia&Herzegovina, Bulgaria, France, Germany, Greece, Iceland, India, Indonesia, Italy, Lithuania,North Ireland, Norway, Poland, Republic of Macedonia, Republic of Serbia, Russia, Slovenia, The Netherlands, Turkey, Ukraine, United Kingdom etc.

As a response to the public interest, the publication is sent to the libraries in Bucharest and Romania as well as to other universities and economic faculties abroad.

The authors are invited to submit online their papers for the Annals of Spiru Haret University. Economic Series following the instructions included in the PAPERS TEMPLATE. Please read first our GDPR POLICY

All papers are referred through an online blind peer review process.

The paper will be written in English, in Microsoft Word format and its length should be 6 to 20 pages, including abstract, JEL Codes, keywords, figures, tables, sketches, diagrams, and the list of references, following the formatting requirements.

The abstract should be no more than 200 words and has to contain the aim of the article, the importance of theme and author's conclusions.

The References should be written in latin alphabet.

» AUTHENTICITY, ACADEMIC ETHICS POLICY AND PUBLICATION MALPRACTICE STATEMENT

Annals of Spiru Haret University. Economic Series adheres in the strictest sense to the ethical guidelines established by the Committee on Publication Ethics and only publishes original, authentic work. The journal has its own CODE OF ETHICAL PRINCIPLES:. According to the ethical principles of COPE - Code of Conduct for Journal Editors, the general duties and responsibilities for ASHUES editors consists in:

» 1. To be accountable for everything published in ASHUES journal.

This means the editors should:
  • strive to meet the needs of readers and authors;
  • strive to constantly improve ASHUES journal;
  • to assure the quality of the material they publish;
  • champion freedom of expression;
  • maintain the integrity of the academic record;
  • preclude business needs from compromising intellectual and ethical standards;
  • always be willing to publish corrections, clarifications, retractions and apologies when needed. Best practice for ASHUES editors would include:
  • actively seeking the views of authors, readers, reviewers and editorial board members about ways of improving ASHUES journal’s processes
  • encouraging and being aware of research into peer review and publishing and reassessing the ASHUES journal’s processes in the light of new findings
  • supporting initiatives designed to reduce research and publication misconduct
  • supporting initiatives to educate researchers about publication ethics
  • assessing the effects of ASHUES journal policies on author and reviewer behaviour and revising policies, as required, to encourage responsible behaviour and discourage misconduct

»2. Relations with readers Best practice for ASHUES editors would include:

  • ensuring that all published reports and reviews of research have been reviewed by suitably qualified reviewers
  • ensuring that non-peer-reviewed sections of their journal are clearly identified
  • adopting processes that encourage accuracy, completeness and clarity of research reporting, including technical editing and the use of appropriate guidelines and checklists
  • considering developing a transparency policy to encourage maximum disclosure about the provenance of non-research articles
  • adopting authorship or contributorship systems that promote good practice
  • informing readers about steps taken to ensure that submissions from members of the ASHUES journal’s staff or editorial board receive an objective and unbiased evaluation

»3. Relations with authors

  • ASHUES editors’ decisions to accept or reject a paper for publication should be based on the paper’s importance, originality and clarity, and the study’s validity and its relevance to the remit of the ASHUES journal.
  • ASHUES editors shall not reverse decisions to accept submissions, unless serious problems are identified with the submission.
  • New ASHUES editors shall not overturn decisions to publish submissions made by the previous ASHUES editor, unless serious problems are identified.
  • A description of peer review processes shall be published and ASHUES editors shall be ready to justify any important deviation from the described processes.
  • ASHUES editors shall publish guidance to authors on everything that is expected of them.
  • ASHUES editors shall provide guidance about criteria for authorship and/or who shall be listed as a contributor following the standards within the relevant field. Best practice for ASHUES editors would include:
  • reviewing author instructions regularly and providing links to relevant guidelines
  • publishing relevant competing interests for all contributors and publishing corrections if competing interests are revealed after publication
  • ensuring that appropriate reviewers are selected for submissions
  • respecting requests from authors that an individual shall not review their submission, if these are well-reasoned and practicable
  • publishing submission and acceptance dates for article.
  • »4. Relations with reviewers
  • ASHUES editors shall provide guidance to reviewers on everything that is expected of them, including the need to handle submitted material in confidence.
  • ASHUES editors shall require reviewers to disclose any potential competing interests before agreeing to review a submission.
  • ASHUES editors shall have systems to ensure that peer reviewers’ identities are protected unless they use an open review system that is declared to authors and reviewers. Best practice for ASHUES editors would include:
  • encouraging reviewers to comment on ethical questions and possible research and publication misconduct raised by submissions
  • encouraging reviewers to comment on the originality of submissions and to be alert to redundant publication and plagiarism
  • considering providing reviewers with tools to detect related publications (e.g. links to cited references and bibliographic searches)
  • sending reviewers’ comments to authors in their entirety unless they contain offensive or libellous remarks
  • seeking to acknowledge the contribution of reviewers to the journal
  • encouraging academic institutions to recognise peer review activities as part of the scholarly process
  • monitoring the performance of peer reviewers and taking steps to ensure this is of high standard
  • developing and maintaining a database of suitable reviewers and updating this on the basis of reviewer performance
  • ceasing to use reviewers who consistently produce discourteous, poor quality or late reviews
  • ensuring that the reviewer database reflects the community of their journal and adding new reviewers as needed
  • using a wide range of sources (not just personal contacts) to identify potential new reviewers (e.g. author suggestions, bibliographic databases)

» 5. Relations with editorial board members

ASHUES Editors shall provide new editorial board members with guidelines on everything that is expected of them and should keep existing members updated on new policies and developments. Best practice for ASHUES editors would include:
  • having policies in place for handling submissions from editorial board members to ensure unbiased review
  • identifying suitably qualified editorial board members who can actively contribute to the development and good management of the journal
  • regularly reviewing the composition of the editorial board
  • providing clear guidance to editorial board members about their expected functions and duties, which might include: —— acting as ambassadors for the journal —— supporting and promoting the journal —— seeking out the best authors and best work (e.g. from meeting abstracts) and actively encouraging submissions —— reviewing submissions to the journal —— accepting commissions to write editorials, reviews and commentaries on papers in their speciality area —— attending and contributing to editorial board meetings
  • consulting editorial board members periodically (e.g. once a year) to gauge their opinions about the running of the journal, informing them of any changes to journal policies and identifying future challenge

» 6. Relations with ASHUES Journal publisher

  • the relationship of ASHUES editors to Romania de Maine Publishing House, as publisher, is complex but shall be based firmly on the principle of editorial independence.
  • ASHUES editors should make decisions on which articles to publish based on quality and suitability for the journal and without interference from the ASHUES journal publisher.
  • ASHUES editors shall have a written contract(s) setting out their relationship with the journal’s publisher. Best practice for ASHUES editors would include:
  • establishing mechanisms to handle disagreements between themselves and the ASHUES journal publisher with due process
  • communicating regularly with their journal’s publisher

» 7. Editorial and peer review processes

  • ASHUES editors shall strive to ensure that peer review at their journal is fair, unbiased and timely.
  • ASHUES editors shall have systems to ensure that material submitted to their journal remains confidential while under review. Best practice for ASHUES editors would include:
  • ensuring that people involved with the editorial process (including themselves) receive adequate training and keep abreast of the latest guidelines, recommendations and evidence about peer review and ASHUES journal management
  • keeping informed about research into peer review and technological advances
  • adopting peer review methods best suited for their journal and the research community it serves
  • reviewing peer review practices periodically to see if improvement is possible

» 8. Quality assurance

    ASHUES editors shall take all reasonable steps to ensure the quality of the material they publish, recognising that journals and sections within journals will have different aims and standards. Best practice for ASHUES editors would include:
  • having systems in place to detect falsified data (e.g. inappropriately manipulated photographic images or plagiarised text) either for routine use or when suspicions are raised
  • basing decisions about ASHUES journal house style on relevant evidence of factors that raise the quality of reporting rather than simply on aesthetic grounds or personal preference

» 9. Protecting individual data

    ASHUES editors must obey laws on confidentiality in their own jurisdiction. Regardless of local statutes, however, they should always protect the confidentiality of individual information obtained in the course of research or professional interactions. It is therefore almost always necessary to obtain written informed consent for publication from people who might recognise themselves or be identified by others (e.g. from case reports or photographs). It may be possible to publish individual information without explicit consent if public interest considerations outweigh possible harms, it is impossible to obtain consent and a reasonable individual would be unlikely to object to publication. Best practice for ASHUES editors would include:
  • publishing their policy on publishing individual data (e.g. identifiable personal details or images) and explaining this clearly to authors Note that consent to take part in research or undergo treatment is not the same as consent to publish personal details, images or quotations.

» 10. Encouraging ethical research

  • ASHUES editors should endeavour to ensure that research they publish was carried out according to the relevant internationally accepted guidelines ASHUES editors should seek assurances that all research has been approved by an appropriate body (e.g. institutional review board). However, editors should recognise that such approval does not guarantee that the research is ethical. Best practice for ASHUES editors would include:
  • being prepared to request evidence of ethical research approval and to question authors about ethical aspects if concerns are raised or clarifications are needed
  • appointing a journal ethics advisor or panel to advise on specific cases and review journal policies periodically

» 11. Dealing with possible misconduct

  • 11.1. ASHUES editors have a duty to act if they suspect misconduct or if an allegation of misconduct is brought to them. This duty extends to both published and unpublished papers.
  • 11.2. ASHUES editors should not simply reject papers that raise concerns about possible misconduct. They are ethically obliged to pursue alleged cases.
  • 11.3. ASHUES editors should follow the COPE flowcharts where applicable.
  • 11.4. ASHUES editors should first seek a response from those suspected of misconduct. If they are not satisfied with the response, they should ask an appropriate body (an internal USH regulatory body) to investigate.
  • 11.5. ASHUES editors should make all reasonable efforts to ensure that a proper investigation into alleged misconduct is conducted; if this does not happen, editors should make all reasonable attempts to persist in obtaining a resolution to the problem. This is an onerous but important duty.

» 12. Ensuring the integrity of the academic record

  • 12.1. Errors, inaccurate or misleading statements must be corrected promptly and with due prominence.
  • 12.2. ASHUES editors should follow the COPE guidelines on retractions. Best practice for ASHUES editors would include:
  • taking steps to reduce covert redundant publication
  • ensuring that published material is securely archived
  • having systems in place to give authors the opportunity to make original research articles freely available

» 13. Intellectual property

  • 13.1. ASHUES editors should be alert to intellectual property issues and work with their publisher to handle potential breaches of intellectual property laws and conventions. Best practice for ASHUES editors would include:
  • adopting systems for detecting plagiarism (e.g. software, searching for similar titles) in submitted items (either routinely or when suspicions are raised)
  • supporting authors whose copyright has been breached or who have been the victims of plagiarism
  • being prepared to work with their publisher to defend authors’ rights and pursue offenders (e.g. by requesting retractions or removal of material from websites) irrespective of whether their journal holds the copyright

» 14. Encouraging debate

  • 14.1. ASHUES editors should encourage and be willing to consider cogent criticisms of work published in their journal.
  • 14.2. Authors of criticised material should be given the opportunity to respond.
  • 14.3. Studies reporting negative results should not be excluded. Best practice for ASHUES editors would include:
  • being open to research that challenges previous work published in the journal

» 15. Complaints

  • 15.1. ASHUES editors should respond promptly to complaints and should ensure there is a way for dissatisfied complainants to take complaints further. This mechanism should be made clear in the journal and should include information on how to refer unresolved matters to COPE.
  • 15.2. ASHUES editors should follow the procedure set out in the COPE flowchart on complaints.

» 16. Commercial considerations

  • 16.1. ASHUES Journal is having policies and systems in place to ensure that commercial considerations do not affect editorial decisions
  • 16.2. ASHUES editors are having declared policies on advertising in relation to the content of the journal and on processes for publishing sponsored supplements.
  • 16.3. Reprints will be published as they appear in the journal unless a correction needs to be included, in which case it should be clearly identified.

» 17. Conflicts of interest

  • 17.1. ASHUES editors are having systems for managing their own conflicts of interest as well as those of their staff, authors, reviewers and editorial board members.
  • 17.2. ASHUES Journal has a declared process for handling submissions from the editors or members of the editorial board to ensure unbiased review Best practice for ASHUES editors would include:
    publishing lists of relevant interests (financial, academic and other kinds) of all editorial staff and members of editorial boards (which should be updated at least annually)

By submitting a manuscript to Annals of Spiru Haret University. Economic Series, the author warrants that the enclosed text is authentic and does not infringe on any existing copyrights. Moreover, it is the authors responsibility to that ensure that the manuscript contains no instances of plagiarism or self-plagiarism, properly cites all verbatim quotations taken from or paraphrases of other works, and that permission has been duly obtained for the re-use of any parts or elements of other works where permission is either implicitly or explicitly required by the copyright holder. The authors assume full responsibility for the correctness of the citations in the articles published in the ASHUES Journal. THE ASHUES Journal editorial and management body and the specialized scientific reviewers are not responsible for any possible citation errors made by the authors.

About citations: The editors of Annals of Spiru Haret University. Economic Series may undertake certain measures, including but not limited to the use of online peer review software, in order to verify the authenticity of the received manuscript. However, the responsibility of ensuring the originality of the work and conforming to all existing national and international copyright laws lies entirely with the author. As such, the author will indemnify the publisher against any and all third party claims arising from the breach of the aforementioned copyright infringement warranty.

All manuscripts found to not be in compliance with the authenticity guidelines set forth herein will be subject to automatic rejection and a permanent exclusion of the manuscripts author from future submissions to Annals of Spiru Haret University. Economic Series, either as sole author or co-author.

Any claim of plagiarism that is received regarding an already published article will be duly investigated to the full extent. If it is found that a published article indeed fails to meet the authenticity guidelines of Annals of Spiru Haret University. Economic Series, the publication of such an article will be retracted, wherever possible, and the author of the article will be excluded from future submissions to Annals of Spiru Haret University. Economic Series, either as sole author or co-author. Further, in such cases, the publisher of Annals of Spiru Haret University. Economic Series may proceed with (civil or penal) legal action against the author, depending on the circumstances and severity of the infringement.

We check all papers against plagiarism using Safe Assign Module offered by BlackBoard TM.

About students, master students and PhD. students: Any student, master or PhD. student who wishes to publish in ASHUES journal is welcome to do so once a year only if he / she carries out the work co-authored with the guiding teacher or any other teacher, who takes responsibility for the published data and research. Also, in the same year, he/she can publish other 2 scientific papers only in co-authoring with another 4 or 5 collaborators (at least one of them to be a professor), to be other collaborators each time. The scientific papers will not be published in successive issues.

Rules regarding the publication of the article by an author, other than students: Any author who is a researcher or professor can publish within the ASHUES journal one scientific paper per year as a single author and a maximum of other 2 scientific papers only in co-authoring with another 3, 4 or 5 collaborators, having other collaborators each time. The scientific papers will not be published in successive issues.

Publication of articles by authors coming from the same country or from the same institution: In a single issue of the ASHUES journal cannot be published more than 3 articles by authors coming from the same institution or from the same country. Exceptions are approved only by Editorial Board Members or by the main editors of the ASHUES journal.

Communication of any issues related to the journal or articles published in the journal (ESPECIALLY BY STUDENTS): Please take into consideration and respect that communication with ASHUES journal editors and EAB members or with reviewers for any issues regarding the journal or articles published therein is made only via the official e-mail address, published on the journal’s site. It is forbidden to use the personal or service email addresses of main editors, EAB members or reviewers for notifying any issues related to the journal or articles appearing in it. Any notices that are made on issues related to the journal will have to be well verified, true and can be proved. Any errors that appear in the journal site will be immediately rectified, once the problem has been resolved.

Uploading an article on ASHUES journal's site: Each author wishing to publish a scientific paper on the ASHUES journal’s site will have to personally upload his/her paper on the website, take the responsibility for the content of published paper and must provide the required information by the site form. It is forbidden to upload articles by foreign persons, other than those who wrote the article. Articles that are proven to be uploaded and assumed by people other than their authors will be withdrawn from publication.

The editors make no representations or warranties as to the accuracy or suitability of the paper content and shall not be hold responsible for any views expressed by the authors therein.

To publish an article in Annals of Spiru Haret University. Economic Series all authors has to have significantly contributed to the research and they have to state that all data in article are real and authentic. Also the authors are required to provide retractions or corrections of the issue.

We do not accept corrections and authors name changes after publishing.

1.SUBMISSIONS On logging into the journal, you will arrive at the User Home page. To see the submissions you need to review, click the Reviewer link, or click the "x" Active link. Both will take you to your active Submissions page. This page lists the submissions which you have been invited to review or are currently in the process of reviewing. The Submissions queue also notes what round the review is, as some reviews may have entered a second round of reviewing, following the Section Editor's decision that the submission must be "resubmitted for review." This page also provides access to past reviews which the Reviewer has completed for the journal. Clicking on the linked title will take you to the review process.

2.REVIEW You will first see a summary of the submission details. Next, you will see the review schedule, and the associated deadline. Next, the Review process is divided into six steps:

Step 1

Reviewer has first to indicate to the Section Editor whether they will undertake the review. The decision should be made after reviewing the submission's Abstract and perhaps looking at the submission, by clicking on the file name in Step 3. If unable to do the review. The Reviewer who is unable to do the review clicks on "Unable to do the review" which leads to a standard email to the Section Editor, which the Reviewer can revise to indicate, if they wish, why they are cannot do the review (e.g., timing, conflict of interest, lack of expertise, etc.). If able to do the review. The Reviewer who is able to do the review clicks on "Will do there view," which leads to a standard email to the Section Editor, and which will indicate to Section Editor and Author that the review is underway.

Step 2

Consult the Reviewer Guidelines, found at the bottom of the Review page. The Reviewer Guidelines have been prepared by the Editors of the journal to ensure that your review is as helpful as possible to them and the author.

Step 3

The Author has uploaded the submission as a file, which the Reviewer can download from the journal's web site to the Reviewer's computer by clicking on the file name. The file can be opened or saved to the computer and opened, using available programs such as Word or Acrobat. It can be printed out or read on the screen. The Supplementary Files refer to materials the Author may have uploaded in addition to the submission, such as data sets, research instruments, or source texts.

Step 4

The journal requires the Reviewer to declare whether or not they have competing interests with the article being reviewed. If this is the case, Step 4 becomes a form requesting a declaration of Competing Interests, and all following steps change their step number accordingly. The Reviewer clicks on the Review icon and is presented with two Review text - boxes where the Review can be either entered by hand or pasted: one for the Editor and Author, and one visible to the Edit or only. The Reviewer may return to make such changes until a recommendation on the main Review pages is chosen, at which time the Review process is complete. The Reviewer has to fill an extended custom review form available on the journal site . The form can be returned to and edited until a recommendation has been chosen.

Step 5

The Reviewer also has the option, in addition to entering a Review, of uploading files for the Section Editor and/or the Author to see. These files may be a Reviewer-annotated version of the submission or some relevant data or other materials that will assist Editor and/or Author. It will be at the Editor's discretion whether these files are shown to the Author, but Reviewers can certainly comment on this in the Review (Step 4).

Step 6

The Reviewer must select a Recommendation for the submission from among the following options: Accept, Revisions Required, Resubmit for Review, Resubmit Elsewhere, Decline Submission, See Comments. When the Reviewer clicks "Submit Review to the Editor," it leads to a prepared email to the Section Editor, as well as making visible to the Editor the Recommendation, the saved Review (which are now locked) and any uploaded files. The email can be edited by the Reviewer before sending.

» POLICY FOR CONCURRENT/MULTIPLE SUBMISSIONS

Manuscripts submitted to Annals of Spiru Haret University. Economic Series should not be currently published or being considered for publication at another scientific journal or similar outlet. Likewise, does not accept multiple submissions of essentially the same work. That is, every submitted article should be substantially original in content, relative to other works currently published or under review. Manuscripts that violate these requirements will be automatically rejected, and the author of the respective manuscript may be excluded from future submissions to this journal. Moreover, a manuscript may be rejected at any time, upon discovery that it does not comply with the policy stipulated herein, even if the author had previously been notified of the manuscript s acceptance .

» PREVIEW PROCESS - BLIND PEER REVIEW

All manuscripts received by Annals of Spiru Haret University. Economic Series undergo the following review process. Upon receipt, each manuscript is assigned a content editor who is responsible with its evaluation.

The evaluation proceeds with the following major steps:

1. The content editor must ensures that chosen reviewers are independent of the authors (i.e. not affiliated with the same institution. The manuscript may be rejected without a peer review if the content editor establishes that it does not conform to the basic requirements of Annals of Spiru Haret University. Economic Series editorial policy, including authenticity, originality, formatting, submission guidelines, etc. Likewise, a content editor may reject the manuscript if he/she believes that the content of the manuscript is not appropriate for the topics and interests of Annals of Spiru Haret University. Economic Series, or if it is established that the manuscript clearly lacks in scientific quality to the extent that the probability of it being accepted through the blind peer review would be too low to justify the waiting time for the author.

2. If the manuscript is rejected at the initial review, the content editor notifies the author of this decision. Otherwise, the content editor forwards the manuscript (with the authors name removed) to two peer reviews for evaluation and notifies the author that the manuscript has been accepted for a blind peer review.

3. Each peer reviewer evaluates the manuscript and submits to the content editor a referee report along with one of the following recommendations:

  1. Accept submission - publishable without revisions
  2. Revisions required - conditionally publishable with minor revisions
  3. Resubmit for review- potentially publishable with major revisions (revise and resubmit)
  4. Decline submission - not publishable
  5. Resubmit elsewhere - not publishable
  6. See comments

4. The content editor weighs the recommendations of the two peer reviewers and takes a decision on whether to accept the manuscript for publication as is, reject the manuscript without further review, or proceed with soliciting the revisions recommended by the referees. The content editor communicates the decision along with the referee reports (with the reviewers name removed), and if applicable conditions for revisions, to the author.

5. If it is decided that the manuscript requires revision, the author makes such revisions in accordance with the conditions/recommendations of the content editor and referees, and upon completion, resubmits the manuscript directly the content editor. Upon receipt of the revised manuscript, the content editor may decide to approve it for publication automatically or resubmit it the peer reviewers for reevaluation. In addition to the two original peer reviewers, the content editor may also solicit the opinion of an additional (third) reviewer.

6. Once the manuscript is deemed publishable in its current form, the author is notified of the decision and is provided with a copy of the manuscript in its final publishable form, for approval. Aside from the final approval, the author is required to transfer the copyright to the manuscript to Annals of Spiru Haret University. Economic Series, before the manuscript can be published. We provide a Single Blind Review. Please fill in our registration form, use the article template and then upload your paper without authors'names.

CALL DESCRIPTION

Call for papers of the ASHUES Journal for 2018 are also guided this time by the major trends that are expected to take place in 2018 in the global economy and will influence one way or another our lives for all. The global economy will face serious challenges in the coming months, and there is a mountain of debt in the background that makes the markets nervous and thus increases the vulnerability of the system to destabilizing shocks. However, the basic scenario of the world economy for 2018 seems to be continuity. Power and economic influence will continue to shift from West to East, without suddenly changing the polarization pattern of jobs, income and policies, primarily in developed countries.

In the context of the worsening of the global financial crisis, policy makers are more likely to address long-term problems that hamper sustainable development. The last decade has been highlighted by a series of economic crises and negative shocks, starting with the 2008-2009 global financial crisis, followed by the European sovereign debt crisis in 2010-2012 and the global realignment of commodity prices over the 2014-2016 period. As these crises succeeded, the world economy has strengthened, providing a greater sphere of policy reorientation to long-term issues that hamper progress in the economic, social and environmental dimension of sustainable development.

Worldwide growth is expected to remain constant at 3.0% in 2018 and 2019. Strong economic activity was not evenly shared between countries and regions. The recent acceleration of world economic growth in products is mainly due to the stronger growth of more developed economies, although East and South Asia remain the most dynamic regions in the world. Recent economic gains remain unevenly distributed between countries and regions, and many parts of the world need to regain a healthy growth rate. The economic outlook for many commodity exporters remains provocative, highlighting vulnerability to explosion cycles in countries with a low natural resource base.

A stronger and wider recovery of investment activity needed to support productivity growth and accelerate progress towards sustainable development goals can be discouraged by a high level of trade policy uncertainty, considerable uncertainties about the impact of the large central bank balance sheet adjustment, as well as increased debt and an increase in longer-term financial fragility.

Between 2017 and 2019, a GDP per capita decline or increase is expected in Central Europe, Africa, West Asia, Latin America and the Caribbean. These combined regions represent 275 million people living in extreme poverty. This underlines the importance of addressing longer-term structural issues that hinder faster progress towards sustainable development and ensure that the objectives of poverty eradication and decent work for all are not pushed further. Failure to do so may leave a quarter of the African population in extreme poverty by 2030. Supporting economic growth in LDCs requires both financial resources and progress towards addressing institutional and security concerns.

Accelerating growth also has an environmental cost. The frequency of weather-related shocks continues to increase, highlighting the urgent need to build resistance to climate change and counteract the degradation rate of the environment. Although the level of global carbon emissions related to energy remained unclear between 2013-2016, the return to a more pronounced GDP growth will probably lead to higher levels of emissions. International maritime and aviation emissions are not covered by the Paris Agreement and emissions from these two sectors have increased faster than road transport over the past 25 years and have continued to grow uninterrupted since 2013.

The transition to sustainable energy is advancing at a progressive pace. Renewable energies represent more than half of the recently installed power capacity, but still account for about 11% of global energy generation. China remains the world's largest renewable energy investor, and renewable investments in 2017 have been backed by massive wind projects in Australia, China, Germany, Mexico, the United Kingdom and the United States.

At a time when many countries, especially in Africa, continue to suffer from a serious energy shortage, there is tremendous potential to lay the foundations for environmentally sustainable growth in the future, smart policies and investments today .

High levels of political uncertainty continue to affect the prospects for global trade, development aid, migration and climate goals and may delay a wider recovery of global investment and productivity. Increasing geopolitical tensions could intensify the trend towards more unilateral and isolationist policies. The prolonged period of abundant global liquidity and low borrowing costs have contributed to a further rise in global debt and an accumulation of financial imbalances. Many emerging economies - especially those with more open capital markets - remain vulnerable to increases in risk aversion, a runaway tightening of global liquidity conditions, and a sudden withdrawal of capital.

As the conditions for wider global economic stability are strengthened, the need to concentrate political action on the consequences of the economic crisis and macroeconomic stabilization in the short term has slowed. With the improvement of investment conditions, this creates a larger sphere of action to reorient policy towards longer-term issues such as enhancing the quality of the environment, economic growth, integration, and addressing institutional deficiencies that hinder development. Reorienting policy to address these challenges and maximizing co-benefits between development goals can generate stronger investment, job creation and longer-term economic growth in the medium term. Current investment in areas such as education, expanding access to healthcare, increasing resilience to climate change, improving the executive balance of institutions and enhancing financial and digital inclusion will support economic growth and short-term job creation. It will also accelerate progress towards social and environmental objectives and increase the long-term potential for sustainable growth.

As in previous years, some of the bold and innovative movement trends that top companies around the world do to keep their success are in their early stages, while others have already taken root.
